The simple answer to your question is no. Arrivals duty free shopping is not available in Europe like it is in South America. But, there are other options, it depends on what you want to buy. You can claim the sales tax or vat back on many items your buy at London Department Stores and Shopping Centres. The luxury goods store in London will be able to assist you with this process and your hotel should also know about it.

If you are looking to buy cigarettes or liquors on your way in, sorry this is not allowed. There are some shops in the airport but all the goods sold inbound are tax-paid sales. That said, the prices can be good, it all depends where you live and how prices compare.
