Why can I buy duty free on arrival in Portugal but not in Spain?

The regulations for international travelers vary throughout the world. Duty Free sales are not permitted for travellers between EU Member States. When you see an arrivals shop in airports such as Lisbon or London these shops are not "duty-free" or "tax-free" shops, they are just normal travel shops with competitive prices. In Southern European Countries like Spain and Portugal the prices for alcohol or cigarettes is often cheaper than in Northern European Countries like The UK or Ireland as there is lower "excise duty" on these goods. If EU airports wish to open arrivals shops in the baggage halls this is at their discretion, but there are no restrictions to stop them doing this and more are opening all the time. It is likely that Portugal have already opened these shops, but Spain are yet to do so. Those arriving in EU airports from non-EU Member States, such as The USA can also buy in these arrival shops, but they are not getting preferential tax-free or duty-free prices for the reasons explained above.
